I’m pretty sure he means water covers and surrounds anything and everything it wants-like air. Nothing can stop it. It always bends and moves with the flow of life around it and both can encourage and support life, or crush its competition. Very little is able to stop water in its liquid form.
He is basically telling you to be strong like water. It is a compliment. And also very ‘Jackie Chan’ from the movie The Forbidden Kingdom. His character, Lu Yan, uses the element of water to teach.
